Craig Clapsaddle is the BetaGuard PM sales manager at MSI/Mechanical Systems, Inc. Craig joined MSI in 2001. His main responsibilities are the sale, start-up and testing of their continuous particulate emission monitor. Prior to joining MSI, Mr. Clapsaddle was employed for five years at Midwest Research Institute, three years at Kilkelly Environmental Associates, and four years at Galson Corporation. At MRI, he assisted with major revisions to PS-11 and authored EPA’s report, “Current Knowledge of Particulate Matter Continuous Emission Monitoring.” At KEA, he was a CEMS consultant and conducted CEMS certifications. At Galson Corporation, Craig started his career as a stack tester.

I have a B. S. in Chemical Engineering and a M.S. in Environmental Engineering from New Jersey Institute of Technology, New Jersey.
I have 20 years of Manufacturing experience both in Supervisory and Managerial capacities. After I completed my M.S. in environmental Engineering, I joined with the Pennsylvania Department of Environmental Protection in 1992 and since then working in the Continuous Emission Monitoring Section.

Julie is a Registered Professional Engineer with Bachelors and Masters degrees in Plant Science and Environmental Engineering. She joined MARAMA in 2006. Julie has 25 years of experience in environmental engineering with an emphasis on air pollution planning, control, and regulation. Having worked as both a regulator and an industrial consultant, she understands the challenges faced by parties on both sides of the table. She has also been a researcher at laboratories in the U.S. and the Netherlands. Her areas of technical expertise include air planning, permitting, air pollution control technology design and selection, air modeling, the air regulatory environment, engineering economics, and wastewater pretreatment technology design and selection. In addition, Ms. McDill is a Maryland State Certified Secondary Science teacher.

Graduated from the University of Tulsa in Engineering Mathematics in 1968 and from the University of Michigan in Industrial Hygiene in 1977. Was a Bio-Environmental Engineer in the U.S. Air Force from 1968 to 1980 where I was responsible for monitoring Air, Water, Solid Waste, Noise and Radiation programs.
I have been with OAQPS since 1980. I spent the first 12 years in the Emission Standards Division (ESD). Projects that I participated in while in ESD included Control Techniques Documents for Particulate and Nitrogen Oxides; New Source Performance Standards for Sewage Sludge Incineration, Municipal Incineration, Glass Manufacturing, Portland Cement Plants and Process Heaters at Petroleum Refineries and Chemical Manufacturing Plants; NESHAP Standards for Comfort Cooling Towers, Industrial Cooling Towers, Glass Manufacturing and Municipal Waste Combustors. The next six years were in the Emission Factors and Inventories Group and was responsible for the AP-42 Chapters dealing with Solid Waste Disposal, Mineral Products Industries, Inorganic Chemical Manufacturing, Metallurgical Industries and the Miscellaneous Source Categories. From 1998 to 2003, I was in the Emissions Measurement Center (EMC) with responsibilities to develop methods for use in measuring particulate and particulate precursors. While with the EMC I helped develop the sampling method for filterable PM10 and PM2.5 which is numbered OTM 27 and for the dilution sampling method for filterable and condensable PM2.5 which is numbered CTM 39.
Since 2003, I have been in the Measurements Policy Group and am involved in the emissions testing and monitoring for PM, the reinvention of the emissions factors program the development of the Electronic Reporting Tool. I shared the responsibility of proposing and promulgating Method 201A and 202 for PM10 and PM2.5.
