FHWA Resource Center Training: Introduction to MOVES4 for NEPA, SIP and Regional Conformity Emissions Analysis

COURSE OVERVIEW

The purpose of this training is to provide attendees with an overview of EPA’s MOVES4 mobile source emissions model. We will cover the functionality of the model, input requirements, output processing, and will address relevant EPA and FHWA guidance documents. The course also includes hands-on exercises that will demonstrate several realistic modeling scenarios applicable to GHG, conformity (regional and project-level), and NEPA analyses. The intended audience are those who use (or expect to use) MOVES or those who will be reviewing MOVES-based analyses.

Who should attend: The workshop is intended for those who will be involved with the development of NEPA, SIP, and regional conformity emissions estimates or will be reviewing such analyses. Participants must have MOVES4 installed on their computer before training begins. INSTRUCTORS

Chris Dresser, Federal Highway AdministrationChris works as an Air Quality Modeling Specialist with the FHWA Resource Center’s Environment, Air Quality and Realty Team. He provides technical support to FHWA HQ and transportation agency stakeholders on a range of issues including mobile source inventories, near-road air quality modeling, GHG analyses, and transportation conformity implementation. Prior to joining FHWA, Chris worked for the US Environmental Protection Agency in the Office of Transportation and Air Quality and the Region 8 (Denver) office. He has degrees in Environmental Science from Penn State and the University of Wisconsin-Madison.

George Noel, Federal Highway Administration

George serves as an Air Quality Modeling Specialist for the Resource Center Air Quality Team delivering nationwide services in training, technical assistance and technology deployment. He specializes in transportation air quality and noise modeling. Prior to joining the Resource Center, he worked at the U.S. Department of Transportation’s Volpe Center in the Environmental Measurement and Modeling Division for over 18 years. While at the Volpe Center, he managed various air quality, noise, and other modeling related projects but his primary specialty was air quality and noise modeling for aviation and highway projects. He has authored papers and articles appearing in multiple conference proceedings and professional journals, including Reliability Engineering & Systems Safety and Journal of Aircraft.

MAXIMUM ATTENDANCE AND WAITLIST INFORMATION

NOTE: Attendance is limited for this training to Air Quality or DOT agencies within the MARAMA Region. MARAMA will work with your state agency Training Coordinators to confirm and prioritize attendance as necessary. You will receive a confirmation notice from the LMS system if you are ENROLLED in the course.

REGISTRATION INSTRUCTIONS

NOTE: UPON REGISTRATION IN THE LMS, YOU WILL BE PLACED ON A WAITLIST INITIALLY UNTIL ALL MARAMA MEMBER AGENCIES HAVE HAD AN OPPORTUNITY TO REGISTER FOR THE TRAINING. IF YOUR REGISTRATION IS CONFIRMED, MARAMA AND/OR YOUR AGENCY’S TRAINING COORDINATOR WILL SEND YOU A CONFIRMATION EMAIL.

This training course will be held ONLINE via Teams and there is NO registration fee.

Students will need to do the following in order to REGISTER FOR THE COURSE WAITLIST on EPA’s AirKnowledge Learning Management System (LMS):

  • Create a USER PROFILE in the new LMS: If you have not already done so, please create an account in the new LMS here.
  • REGISTRATION within the LMS: To do this, please follow these instructions:

·        Log-in to your account and hover over the “My Training” tab on the home page.

·        Select the third option under “My Training” entitled “Instructor Led Training Calendar.”

·        Change the month to February of 2024, if it is not already and scroll down to the course date and click on the course title.

·        Register for each course WAITLIST by clicking on the blue REQUEST button. You should receive a confirmation message that you have been added to the waitlist. You will also receive an automated email once you have been confirmed and added to the roster.

·       NOTE: Logistical details regarding this course will be provided approximately 2 weeks prior to the course. Participants must have MOVES4 installed before training begins.
