In the U.S. Clean Air Act, “Congress declares as a national goal the prevention of any future, and the remedying of any exiting, impairment of visibility in mandatory class I Federal areas which impairment results from manmade air pollution.” (U.S. Clean Air Act, Section 169A).

EPA adopted regulations to assure reasonable progress toward meeting the national visibility goal and compliance with related provisions of the Clean Air Act (40 CFR 51.300-308). Those regional haze rules require states to prepare regional haze state implementation plans.
